October 24, 2023

Deputy Mayor / Boards & Committees Appointments / Joint Community Partnerships Grant / Trails Master Plan / Cemetery Bylaw / Culvert Rehabilitation / Power Source for County Tower


Deputy Mayor – Councillor Brigitte Lemieux was appointed as Deputy Mayor for the term of October 25, 2023 to October 31, 2024.


Boards & Committees Appointments – Council Members were appointed to Yellowhead County, joint-authority, and external board and committee appointments. All Yellowhead County boards and committees and their appointed members can be found at yellowheadcounty.civicweb.net.


Council appointed Augustine Lapierre and current members Jack Williams, Ken Soukeroff, and Mandy Ford to the Yellowhead County Agricultural Services Appeal Committee for a one-year term from January 1, 2024 to December 31, 2024. Debbie Ceelen was re-appointed as a member to the Yellowhead County Library Board for a three-year term. The Recreation Board position will continue to be advertised until a member of the public is appointed by Council to this board as no applications were received.


Joint Community Partnerships Grant – Yellowhead County will participate in a joint Alberta Community Partnership grant application with the Town of Hinton to determine options to enhance the water system and for potential long-term water services for Yellowhead County.


Trails Master Plan – The amended 2018 Trails Master Plan was adopted by Council. The amended plan gives a detailed plan for the development and maintenance of current and future municipal trails within the County.


Cemetery Bylaw – Bylaw 04.23 outlines the regulations, fees and guidelines for the use, maintenance, and restrictions for the Evansburg Cemetery. It was given first and second reading by Council. The bylaw will be brought back for a third reading at a future date.


Culvert Rehabilitation – A new culvert to replace one that was damaged from the spring flooding at Range Road 183A and TWP 523A was approved in the amount of $535,000 from the Restricted Surplus Funds: Infrastructure Reserves-Roads and Bridges to be used for an assessment and construction costs.


Power Source for County Tower – Current power from the Westmoreland Obed Mine will not be available to power the County’s Obed tower site due to the reclamation of the area. The tower is used for County operations, including emergency communications. The cost for a long-run generator for the YH-5 Obed Tower Site is estimated at $130,000 and was approved by Council.

The next Governance and Priorities meeting is November 21, 2023 at 9:30 AM.
