COUNCIL HIGHLIGHTS

2023 Interim Budget & Tax Rate – Council adopted the 2023 Interim Budget that included a 2% increase in the municipal mill rate. The $173.5 million budget will be effective January 1, 2023 and includes Yellowhead County’s operating and capital costs; the provincial seniors and school requisitions; contributions to local governments; and contributions to reserves.

YCE Multiplex Committee Appointment – Council appointed Mayor Williams to sit on the Yellowhead County and Edson Multiplex Steering Committee for the term ending October 31, 2023.

Community Care Foundation – Council for Yellowhead County denied a financial support request from the Community Care Foundation of Edson & District for the Ophthalmology Program as it did not fall within policy parameters.

YCE Multiplex Design – Council approved plans to renovate the current recreation facility, combined with new construction that would facilitate ice arenas, a curling rink, walking track, gym space, and a new aquatic facility. The County and Town will apply for federal and provincial grants to assist in financing the new multiplex.

Bylaw 20.22 – Bylaw 20.22 received first reading and would allow for a property in NW 32-53-17-W5M to be redistricted from Rural District (RD) to Country Residential District (CRD) and Protection District (PD). This would allow for a subdivision of the property to create two new country residential parcels. A Public Hearing is scheduled for January 10, 2023.

Road Plan Closure – A resolution was passed by Council for a road closure on part of road plan 2748EU to address an alignment issue from when the road plan was registered in 1943. Referrals were sent to external agencies or adjacent landowners and no objections were received.

Bylaw 16.22 – Bylaw 16.22 was passed by Council and allows a lot within SW 08-54-16-W5M to be rezoned from Rural District (RD) to Country Residential District (CRD) allowing the property to be subdivided to accommodate a single lot subdivision. A public hearing was held on November 22, 2022.

Utility Bylaw 22.22 – Council passed Bylaw 22.22 to increase utility rates for Yellowhead County relating to water, wastewater, and solid waste services beginning in 2023. The rates will increase by 3% for water and 5% for wastewater and solid waste services but will still be below the 50% cost-recovery rate paid by the County.

Infrastructure Review – Council acknowledged Don O’Quinn on his nineteen years of service for his time as the Director of Infrastructure Services in Yellowhead County and his upcoming retirement.
