COUNCIL HIGHLIGHTS September 27, 2022

HINTON/COUNTY IDP – A Public Hearing was held for Bylaw 02.22 to amend the Hinton-Yellowhead County Intermunicipal Development Plan (IDP). Minor text amendments are required for consistency between Land Use Bylaw 09.21 and the Statutory Plan. The bylaw will be brought back at a future council meeting.

YELLOWHEAD AGRICULTURAL SOCIETY – Representatives of the Yellowhead Agricultural Society made a presentation to Council regarding mould and air quality issues in their facility, with the remediation work estimated at $456,226.75. The society requested $100,000 from Yellowhead County. Council accepted the presentation as information and requested Administration bring it back to a future Council meeting for further deliberation.

EDSON & DISTRICT LIBRARY FUNDING REQUEST – Council voted to include $538,000 in the 2023 Yellowhead County budget considerations for the proposed extension and renovations to the Edson & District Public Library. The request was made by Library representatives at the September 20, 2022 Council Meeting.

BYLAW 17.22 REVISED – Council gave first reading of Bylaw 17.22 that would return a property in Niton Junction to a district matching more closely to what it was prior to the adoption of Land Use Bylaw 09.21. The new bylaw changes the Urban Neighbourhood District zoning to Urban Neighbourhood District, Commercial District and Rural District. A Public Hearing will be held on October 25, 2022.

GRAZING LEASE – Council approved a five-year lease to Gloria Lowey for a grazing lease for the 3.85 acres for $138.60 per year.

ROADWAY CAPITAL PLAN – Council adopted the short-range capital roadway construction and rehabilitation plan for local road improvements in the County. The plan covers work scheduled to be done from 2023 to 2028 and will extend the life of the existing local road network. The plan is estimated to cost approximately 11 million dollars in 2023 for both minor and major reconstruction work.

MULTI-YEAR SPECIAL PROJECT – Council voted to support the multi-year Community Connect Project for $19,939,646 and to bring a funding model for the project to the 2023 Yellowhead County budget deliberations.

FINANCIAL REQUEST – Council denied a request from the Town of Whitecourt to support a proposed Whitecourt Cultural & Events Centre as it does not fall within Yellowhead County’s Strategic Plan.
