Council Highlights September 23, 2025

YCE Multiplex Tender Awards

Council approved two awards for construction components of the YCE Multiplex. The tender for steel stud, drywall, and taping was awarded to QSI Interiors for $1,681,262. The various flooring scopes were awarded to several vendors (XMG, CFI Custom Floors, Stonhard) based on their submitted pricing, totalling $1,933,377.10, with an allowance of $406,500 for the poly flooring that was not awarded, as further review was recommended, as it did not align with the project specification. There are no changes to the $86.77 million project budget.

Bylaw 03.25

Council passed Bylaw 03.25 to redistrict a Part of SW-31-53-16-W5M, located northeast of Edson, from Rural District to Country Residential District. The redistricting is intended to facilitate a future subdivision application to create two lots within the parcel. A Public Hearing was held on September 9, 2025. No responses from the public were received.

Bylaw 04.25

Council did not give Second Reading to Bylaw 04.25 that would dispose of a Municipal Reserve on Plan 8321548 Block F Lot 1MR, Plan 3403KS Block 10 Lot R, and Plan 3403KS Block 11 Lot R in Evansburg. A Public Hearing was held on September 9, 2025 where two responses from the public were received.

Replacement of Peace Officer Patrol Vehicle

Council approved the early replacement of a Community Peace Officer (CPO) vehicle in the amount of $95,000 (funded from the Equipment Replacement Protective Services Reserve). The current patrol vehicle, scheduled to be replaced in 2026, has mechanical and electrical issues and has rendered the vehicle out-of-service. This approval by council will allow for the continuation of a full fleet of Peace Officer vehicles for coverage and patrols.

Canlin Energy Property Tax Agreement

Council received a request for an amendment to a 2025 property tax payment schedule for Canlin Energy Corporation. Canlin proposed a revised payment plan agreement that would move their upcoming payments to later in 2025. In the request, Canlin referenced a cyclical downturn in the natural gas market that has impacted the company’s revenue generation. Council approved the requested amendment to the property tax agreement.

The Municipal Election is October 20, 2025.
