Council Highlights March 24, 2026

2026 Tourism Advocacy Summit
Mayor Wade Williams and Councillor Jack Williams spoke on the 2026 Tourism Advocacy Summit they attended in February, and the opportunities for Yellowhead County to improve tourism in this region. The presentation was accepted as information.

Strategic Plan 2026 – 2030
Council adopted the Strategic Plan for 2026-2030, which was developed and reviewed in prior meetings and planning workshops.

Lacombe Research Centre Closure
Following a decision by the Government of Canada (Agricultural and Agri-Food Canada) to close the Lacombe Research and Development Centre, Lacombe County reached out to Yellowhead County for support. Council directed Administration to prepare and send a letter conveying Council’s advocacy to reverse the decision to close the centre.

Pathway to the Park Follow-Up
At Council’s February 17 meeting, the West Yellowhead Trail Society submitted a renewed request for Yellowhead County support of the Pathway to the Park project. The project has received consistent and significant opposition from area residents. Due to a lack of consultation with the County and the public, as well as a lack of information such as impact assessments, Council declined to support the Pathway to the Park at this time.

Continued Operational Funding – Royal Canadian Legion Branch #196 Evansburg
Council approved the continued Community Hall Operational Grant funding to the Royal Canadian Legion Branch #196, to cover 100% of eligible operational expenses for the Community Hall portion of the facility, to a maximum of $20,000 per year for 2026, 2027, and 2028. The funding is provided through the Recreation Grants budget.

Tipple Park Museum Renovation & Expansion Tender Bid Results
The construction contract for the Tipple Park Museum Renovation & Expansion Project was awarded to Prologic Construction Ltd in the amount of $1,347,180 (excluding GST). Council added $100,000 to the final project budget to address additional project soft costs such as design and consultant fees, construction contingency, and furniture, fixtures, and equipment.

YCE Multiplex Tender Award – Dasher Boards, Dressing Room Benches, and Low E Ceiling
Council awarded the contract for Dasher Boards, Dressing Room Benches, and Low E Ceiling in the YCE Multiplex to Omni Sports Inc. for $551,385.29 (inclusive of bonding; exclusive of GST).

Grave Flats/Cardinal River Road (RDS 930043) Update
Council heard an update on the plan to close a portion of Grave Flats/Cardinal River Road, which experienced washouts and landslides in 2007 and 2013 and has continued to erode due to weather. Council accepted the update as information.

Bylaw 03.26 (Land Use Bylaw amendment)
Council gave first reading to Bylaw 03.26, a Land Use Bylaw amendment to redistrict a portion of SW-19-53-07-W5M from Rural District to Country Residential. Council set a Public Hearing for April 28, 2026 at 9:30am regarding Bylaw 03.26.

Land Use Bylaw Update
Council heard a presentation on proposed updates and amendments of Yellowhead County’s Land Use Bylaw. Council directed Administration to bring the draft Land Use Bylaw as presented to a future Council meeting for First Reading consideration.

Vermilion Energy Inc – Road Transfer Request (FRD 590011) – Follow-up to Council Inquiries
Council received an update on a road transfer request from Vermillion Energy Inc., which was initially brought to Council on December 16, 2025. Following a detailed review and further investigation on the matter, Council directed Administration to provide Vermilion Energy Inc. with a letter of consent supporting its application for an LOC overlapping FRD 590011, with the intent of maintaining FRD 590011, and include conditions within the consent letter.

Mutual Aid Request from Alberta Beach
Council received a mutual aid agreement request from Alberta Beach for Fire and Emergency Services on behalf of the Summer Villages of Silver Sands and South View. Council directed Administration to draft a letter advising that this request cannot be accepted from Alberta Beach, as requests would need to come directly from the municipality requiring the service and would need additional consultation to be considered.

2023 Spring Fires – 2026 Financial Update
A 2026 Financial Update on the 2023 Spring Fires was presented to Council, including a status update on the Disaster Relief Program (DRP) 2023 Wildfire claim. The update was received as information.

The next regular Council meetings are on April 14 and April 28, 2026.
The next Governance and Priorities Committee meeting is on April 21, 2026.
