Council Highlights for January 13, 2026

Meeting with Minister of Municipal Affairs
Council will finalize three discussion topics at the next Governance & Priorities Meeting to send to Municipal Affairs for a potential meeting with the Minister of Municipal Affairs, which is being scheduled for the 2026 Rural Municipalities of Alberta (RMA) spring convention. 

Letter of Support: Wild Mountain Music Festival

Council approved the Wild Mountain Music Festival’s request for a Letter of Support for their provincial Community Initiatives Program (CIP) grant application. This year marks the festival’s 18th year, supporting the local economy and showcasing Canadian talent.

Letters of Support Policy

Council reviewed a Letters of Support policy that was created to formalize and establish a consistent approach on how Yellowhead County reviews and responds to requests for letters of support from various organizations within the County. Council directed Administration revise the policy as discussed and bring it back to a future council meeting for adoption.

Cougar Rock Area Structure Plan (ASP)

The Cougar Rock ASP (Bylaw 8.01) was adopted by Yellowhead County in 2001 for a proposed development West of Hinton. The Province has since cancelled the Crown Land leases held by Cougar Rock Holdings Ltd. as the conditions were not met within the stipulated time frame. Council gave first reading to Bylaw 01.26, which repeals Bylaw 8.01. A Public Hearing is scheduled for February 10, 2026

Temporary Road Bylaw 02.26

Council reviewed and passed Temporary Road Bylaw (TRB) 02.26, to dedicate the road right-of-way of Range Road 162, north of Hwy 748W. The bylaw allows for immediate public access to the road right-of-way.

Wildwood & District Ag Society Lease Request

Since 2005, the Wildwood & District Agricultural Society has leased a 0.31-acre section of an undeveloped road allowance. As the current lease expires on February 13, 2026, the society has requested a new agreement. Council approved a ten-year lease for this 0.31 acres within Road Plan 9021054, setting the annual fee at $1.00 and including an option to renew for another ten years.

Replacement of YCFD Pumper Engines

Council approved the purchase of two fire pumper-engines to replace engines YCF-24 and YCF-26, which are nearing the end of their 25-year service life, to meet certification safety and operating requirements. The replacement cost for the two engines is $4,032,398. This is $372,462 under the budgeted amount in the 2026 Interim Budget.
