Raising of the Métis & Treaty 6 & 8 Flag

A flag-raising ceremony for the Métis, Treaty 6, and Treaty 8 flags to be raised at the Administration Building will be held on September 20, 2025. Representatives from Treaty 6, Treaty 8 and the Otipemisiwak Métis Government have been invited to attend as dignitaries as part of the ceremony.

Procedure Bylaw 05.25

Council gave all three readings to Bylaw 05.25, a procedure bylaw for the regulation of meetings, boards, committees, and other bodies established by Council. The bylaw required amendments to reflect recent legislative changes, as well as provide clarity and consistency.

Rise Together Project Update

An update on the Rise Together Project was presented to Council. While two components of the project have not progressed due to limited community engagement, the Community Murals, Artist Engagement, and Mural Celebration components have seen strong participation and will serve as lasting tributes to the County’s resilience.

Pembina Agricultural & Recreation Society Letter of Support

Council approved sending a letter of support for the Pembina Agricultural & Recreation Society (PARS) in their application for a provincial Community Facility Enhancement Program grant of $123,400 that will be equally matched by PARS. Funds would be used to replace their ice-resurfacer, arena boards, and to upgrade their security camera system.

Transfer Station Operation Services

The Waste Transfer Stations Operation Services contract was awarded to GFL Environmental Inc. The
three-year term totals $6,586,764.00. There were no other proposals received for these services.

Amendment to Lease Request

Council directed the preparation of a 10-year lease agreement with the Mary Reimer Regional Park Society for the use of approximately 1.9 ha (4.7 ac) of land located in Plan 0325324 Block 1 Lot 3 at a rate of $1.00 per year for the period of August 2025 to August 2035.

Whistle Cessation Policy

The Train Whistle Cessation (Policy 3200.25) was adopted by Council. The policy will allow for all crossings within Yellowhead County to be reviewed internally and then presented to Council for ranking to determine the best candidates for whistle cessation. 

Utility Bylaw Fee Schedule Update

Council gave all three readings to Bylaw 06.25, the Utility Amendment Bylaw. Based on the bylaw, utility rates for water, sewer, and solid waste will see a 3% increase for 2026.

Vicious Dog Order Appeal

Council upheld a Vicious Dog designation, as set out in the Animal Control Bylaw 19.19. An appeal for the designation had been received and subsequently discussed at the August 19, 2025 Governance & Priorities Committee Meeting.

Human Resource Policy

Council rescinded previous Human Resource Policy 1200.08 and associated policies 1200.08.01-1200.08.29. In place of these, Council adopted Human Resource Policy 1300.00.
