Council Highlights – August 23, 2022

Lobstick Resident Safety Concern (CN Crossing) – CAO Mercier brought forth a safety concern from a resident regarding the CN crossing at Edson Sub Mile 75.05. Council directed Administration to request that CN review the crossing, which is located at the entrance to Lobstick River Resort near Wildwood.

Safety Concern, Hwy 16 and RR 90 Intersection – Councillor Giezen brought a concern to Council from Mark Hicks, President of the Lobstick River Resort Association, regarding the lack of turning lanes at the intersection of Hwy 16 and RR 90. Council directed Administration to send a letter of support to Alberta Transportation, with the request to review the concerns with the lack of turning lanes at that intersection.

Community Futures West Yellowhead Support Request – At the Aug 16, 2022 G&P Meeting, CFWY requested financial support in the amount of $10,407.30 from Yellowhead County to undertake a Triage Business Retention and Expansion project in West Yellowhead Communities. Council denied the financial request at this time but forwarded the request to their 2023 Budget Deliberations in October.

West Central Forage Association Lease – WCFA requested a five-year renewal on a SE-27-53-9-5, part of 53404 Range Rd 92A, which they have been leasing since 2012. The Agricultural Services Board previously reviewed the request and recommended approval. Council approved the lease agreement from April 2023 to March 2028.

Municipal Development Plan Review – A MDP is the key policy plan for the orderly development of the Municipality. The 2022 Budget included an update to the MDP. Council was informed of the activities of the review to date, as well as future activities planned. Council accepted the information for the MDP update, and once a draft is provided by the consulting team, it will be shared with Council for review.

Lease Renewal at Hinton-Jasper Airport – A lease opportunity for an office space in the Hinton-Jasper airport received two proposals. Council directed Administration to process a lease with Jasper Hinton Air for the office space and non-exclusive use of terminal facilities at the Hinton-Jasper Airport with a yearly value of $12,060 exclusive of GST.

Road Closure Request for a Portion of Road Plan 3987JY – A subdivision applicant requested an amendment to their Developer’s Agreement. The amendment would lead to a road closure being undertaken. Council directed Administration to enforce the original Developer’s Agreement.

Hinton-Yellowhead County Intermunicipal Development Plan Amendment 02.22 – Minor text amendments are required to the Hinton-Yellowhead IDP for consistency between Land Use Bylaw 09.21 and the Statutory Plan. Council gave First Reading to Bylaw 02.22 and set the date for a Public Hearing on the matter for September 27, 2022.

Bylaw 14.22 to Amend Bylaw 18.21 to Authorize Speed Limits on Certain Highways – Council has previously discussed reducing the speed limit on roadways within multi-lot subdivisions. The change would lower the limit to 50km/hr (from 60km/hr). Council gave second and third reading to Bylaw 14.22. The Bylaw takes effect immediately, however enforcement will not take place until all necessary signage has been erected.

2022 Property Tax Auction – Council set the 2022 Property Tax Auction date as November 3, 2022 to commence at 10:00 AM local time at the Edson Administration Building. This decision allowed compliance with the requirements of the Municipal Government Act (MGA).

Reserve Bids for the 2022 Property Tax Auction – As per MGA requirements, Council must set a reserve bid on each parcel of land to be offered for sale at a public auction. Accurate Assessment Group (AAG) provided the reserve bid amounts as per the MGA guidelines. Council voted to adopt the reserve bids and sale conditions as presented for the 2022 Property Tax Auction.
